In 2002, the Chief of Naval Operations (CNO) promulgated Sea Power 21. It provides a framework to align, organize, and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy, including the Naval Sea Systems Command (NAVSEA) and the Warfare Centers (WCs), to find ways to become more efficient and effective. To meet Sea Power 21 objectives and to increase efficiency, the Naval Surface Warfare Center (NSWC) and the Naval Undersea Warfare Center (NUWC) aligned to provide seamless integrated support for 12 core Product Area Directorates. Under the CNO's 2004 guidance for implementing the SEA Enterprise portion of the Sea Power 21 Philosophy, there is emphasis on finding further efficiencies in business processes. Among NAVSEA Commander, Vice Admiral Phil Balisle's current initiatives in carrying out this mission, is to expand SEAPORT so that the web-based portal and acquisition strategy is available to the WCs and other NAVSEA activities. ARINC is pleased to announce that it has extended its prime award to all seven zones through the recent Rolling Admissions Award and Virtual SYSCOM Expansion. The formal contract announcement was released 31 May 2005, detailing the award of 503 prime contracts for support services through Rolling Admissions. These awards are in addition to those made in 2004, at which time the U.S. Navy originally awarded prime contracts to 150 proposed teams under the SeaPort Enhanced (SEAPORTe) acquisition program for services procurements. Information pertaining to the ARINC Team SEAPORTe extension includes the following:

  • Virtual SYSCOM Expansion modification to existing SEAPORTe Contract awarded in 2004

  • Original Award

    • Prime Contract: ARINC received a Prime SEAPORTe Contract in Zones 2, 4, and 6

    • ARINC Team Members: 29 formal team members at original award

    • ARINC as Subcontractor: ARINC proposed as a subcontractor on 14 teams at original award

  • Rolling Admissions/Award Revision

    • Prime Contract: ARINC now holds a Prime SEAPORTe Contract in all Zones (1-7)

    • ARINC Team Members: increased teaming interest from contractors during Rolling Admissions anticipated to raise original count to 44

    • ARINC as Subcontractor: ARINC added as a subcontractor on 13 additional teams
